why will my ipad or iphone 5 not be recognised in itunes on my laptop? have reinstalled itunes but it has not resolved the issue

I have a new laptop with windows 8.1 installed. I have downloaded Itunes and my music is all on there. When I try to connect my mini ipad or my iphone 5c to the laptop itunes does not recognise these.. Why is this? my desktop pc can recognise both of them... Thanking in anticipation
