Many people have reported their debit cards being rejected, and debit cards are not listed as current valid payment methods, though it does say that it can vary by country:

You can try it and see if it's accepted. Note that it must be issued by an bank in your country (the country whose iTunes Store you wish to use) and have a billing address there. If it's not accepted, you can try contacting the iTunes Store and asking if there is any way to use your card, but they may tell you that it's not possible.

I do not recommend using a debit card unless you have no other option, however. If someone gains access to your account in the service, they can quickly drain your bank account. Credit cards in most countries legally limit your liability and risk, as do prepaid iTunes cards.
