I am on ios 7.1.1 but I have no option to turn perspective zoom on and off. It's almost like I'm still on the last ios

Turning on Reduce Motion (Settings > General > Accessibility > Reduce Motion) also disables Perspective Zoom.

If Reduce Motion is off, you will get the Perspective Zoom on/off option when you go select a new wallpaper:
