I tried the icloud control panel it just tells me it cant do it no reason makes me use internet explorer (which I hate using) to access. I checked my virus protection to make sure it was not being blocked any ideas

Which version of Outlook are you using?
The basic mail and calander app that comes on windows 8 and 8.1 doest say vs or that its outlook just microsoft mail. I can add account by smpt type settings but that just does mail and using icloud control doesnt help just says wont sync. Even factory reset phone and updadted
You must use Outlook to sync with iCloud.
