No, you have to lock your phone with Touch ID so that you can use Touch ID to make purchases in the App Store. The passcode is a back up for both unlocking the phone and making purchases.
Apple is not here. Use the feedback link. I'd spell "stupid" in the standard way in any feedback if you want to be taken at all seriously, though.

I just want to use Touch ID as a "password" for the app store. Linking the two makes no sense to me and is annoying. I frequently enter my iPhone via a notification and so passcode and touchid are annoying. MUCH simpler.

How does that answer the question of how to use Touch ID for purchases only?

Think that most people use their phone every "minute" of their life. I mean they use it so often,use before 4 hours. And this method can work for most people. Try it
