I got the same problem today but I see here that we are thousand worldwide, so I would suggest to not worry a lot and to wait for Apple to fix it.

May 8, 2014 6:14 AM in response to Ang-angby Abbas Raza Nasir,Same issue here with Viber,Wechat & intstagram etc ,I have noticed that this error only appears to apps which we already have installed on phone(while updating ) or the apps which we installed before ,except for those which we have in purchase history "which have cloud icon next to them" I have been using same region for more than a year so I don't this this region issue ,I am facing this on both iPhone 4(7.1.1) and iPhone 5s(7.0.3) ,I had wechat installed on iphone4 but while downloading on iphone5s this message appeared then I deleted it on iPhone 4 to try from there but still same bad luck ,I tried resetting every thing even erasing the phone signing in and signing out but couldn't fix it! But I didn't had any problems downloading the apps which I had in purchase history,(AppStore >updates>purchase history )I think this could be fixed by restoring purchase history but that's not an option since we purchased apps and I guess It can't be done either the only temporary fox I see is that we try using a new Apple ID for particular apps until Apple fixes this issue

May 8, 2014 6:23 AM in response to Ang-angby arrow7,still not working here (France) ... and the other issue is every time I check and the error message pops up, then the App Store app generates a never ending network animation ... draining the battery. Got to restart the phone each time to stop it.
