Thank you for the details of the issue you are experiencing after changing your Apple ID. Have you tried the following steps to change the logged in iCloud account on your iPad?
On your iOS device’s Home screen, go to Settings > iCloud, then at the bottom of the screen, tap Delete Account.

Once you have signed out, you can sign in with your new Apple ID. If you are unable to sign out of your old Apple ID, this article may help:

Additionally, try signing out of Game Center in Settings > Game Center by tapping on your old Apple ID and then Sign Out. Then you can sign in with your new Apple ID.
