You said you tried every step; that included restoring as new (not from a backup)? And the problem remained? That means you have a hardware failure and should make an appointment at the Genius Bar. You'll probably have to have the device replaced.

I already did every step recommended and it does not work, at all.

Have you contacted your carrier for their advice?

Definitely, I got contact with my carrier in order to solve the problem. However, they did not know how to fix it. In fact, the carrier just recommend to look up on apple support.
