Update Unavailable with This Apple ID

I deleted instagram on my iphone last night and I then I want to download it again, but when I try to download it, it becomes like this: "This update is not available for this Apple ID either because it was bought by a different user or the item was refunded or cancelled."

I also try to download it from my computer, but it still doesn't work.

Could someone help me with this problem?
