Full Disc only Half full

I have a 1 TB backup disk. I've been using this backup disk for a couple of years. For the last several months I keep getting a message from Time Machine that it it cannot backup because it needs 519 GB and only 425 GB are available. Why is it trying to re-save my entire hard drive rather than just updating the changes?
