Try Resetting the iCloud Documents & Data service by going to iCloud.com and click your name in the upper right hand corner and click Account Settings. Then go to Advanced > Reset Documents & Data > Reset Documents and Data and click reset and it should start to sync the data across all devices.

I have done the reset in icloud.com twice now with no joy. All device software and apps are up to date and all settings to all devices are ticked for cloud and documents, numbers and pages. have rebooted everything several times including my router. Bizzare !

For those that may be interested I resorted to Apple support (takes a bit of effort and time)
They guided me to the"library" and" Mobile Files" where the iwork files are located and renamed this folder which had the effect of regenerating a new folder. This all worked - somehow. No charge because it is a cloud issue. Well done Apple
