How can I change my country and address in itunes?

How can I change my country and address in itunes, I still have credit 1.09 in my account?

I have tried to enter a credit card but since the address of the card is in a different country it says I need to clear that amount first.

I cannot change the address of my itunes account until I change the country.

So seems I'm in a loop.

Any suggestions of what to do?
