I'm trying to build a budget with actual cost numbers but then multiply each number by a single percentage so that all my costs have the corresponding profit percentage figured in.....(I can, of course, do each number separately but would really like to know if there is there a formula for doing each number automatically)

Numbers formulas return their result to the cell containing the formula. You'll need a cell (separate from the cell containing the original data) for each calculation, and an interation of the formula for each of those cells.
What you are asking is probably possible using AppleScript. Be aware that this would result in the 'old' values being replaced by the 'new' values, which might be a concern.

Not sure if this is what you are looking for, but you can do something like this:
The formula in C2 is:
=B2×(1+Markup::A)
After entering it in C2, you then copy/fill the formula down the column.
