Downloading restricted apps

Why can't I download an app that is 17+ on my ipod touch 4th gen with restrictions off? I still can't even if I turn it on and make sure the 12+ is selected. Would this be the problem with the ipod touch 4th gen is it doesn't recognize anything over 12+? So whats the + for then?

Yes my restrictions are turned completely off. I am running 6.1.6 iOS and the app only requires 6.0 and newer. Here's what happened and it may help. The app was already on my iPod and working. Yesterday it required an update so I updated it. When it was done updating the app(Yahoo News app) was gone. When I went to the App Store it showed install, to which it did. When I went back to home there were 2 Yahoo News apps on my home screen now. So I deleted one then they both went bye bye. Now when I go back to App Store the free button is shaded.

Try:

- Reset the iOS device. Nothing will be lost

Reset iOS device: Hold down the On/Off button and the Home button at the same time for at

least ten seconds, until the Apple logo appears.

- Download app on computer and sync to iPod

- Reset all settings

Go to Settings > General > Reset and tap Reset All Settings.

All your preferences and settings are reset. Information (such as contacts and calendars) and media (such as songs and videos) aren’t affected.

- Restore from backup. See:

iOS: Back up and restore your iOS device with iCloud or iTunes

- Restore to factory settings/new iOS device.
