do you need to reinstall the iPhoto application?

reinstall from the original source

Could be

1 - the restore disks that came with the computer - if it came with CDs and you do not know where they are then contact Apple to see if they can be replaced

or

2 - the iLife DVD that you purchased

or

3 - the app store - log in under the Apple id used to purchase the software or to set up the computer - look under purchases - you might have to unhide or accept the Application first

Or is your iPhoto library missing? - then restore from your backup bfore before it went missing

What system are you running on MBP? Did you install it or did the MBP come with it?

Since you bought the MBP used you'll have one of two avenues to use:

If you're running 10.6.8 or newer:

purchase a copy of the iLife 11 disk from a 3rd party retailer like Amazon.com and do a custom install of iPhoto. Then update via the Apple - Support - Downloads website to the highest version that your system will support..

If you're running Mavericks:

go to the App Store, sign in with your Apple ID and purchase iPhoto 9.5.1.

If you're running 10.7.5 or newer you can upgrade to Mavericks for free.

This screenshot shows which previous versions of iPhoto are compatible with Mavericks. It also indicates which versions qualify for a free upgrade to iPhoto 9.5.1 and which require a purchase:

Note 1: every day more users are reporting problems with iPhoto 8.1.2 so I've included it in the non compatible category.

Note 2: If your previous version of iPhoto was iPhoto 7 (08) or earlier you'll need to download and run the iPhoto Library Upgrader 1.1 application on the library before opening it with iPhoto 9.5.1.
