I am attempting to restore an Ipad to factory settings.

My dad locked himself out of his Ipad mini because he forgot his password and tried too many times. I have followed the prescribed procedures to restore it to factory settings but I continue to get Error3194, Error 17, "this device isn't eligible for the requested build." I have upated my Itunes, and the other suggested remedies but none have worked.

My dad is 90 and God bless him, he is into technology but the memory not so great. He doesn't remember what computer he used to originally synch the device and he says he didnt' use a computer.

Can anyone give me something else to try? My dad and I appreciate your help.
