What are you trying to do? If you are attempting to transfer files/pictures/media/etc
via bluetooth, this is not a feature of iOS.
Bluetooth is supported for stereo headsets/speakers, handsfree telephone devices/headsets, some keyboards, some peer-to-peer apps from the app store and internet tethering where provided by the carrier.
Other than this it will not connect to a phone/computer/device. (thanks to ckuan for the wording)

Bluetooth in iPhone is just to pair with acessories, like headsets for example. You can't pair Apple devices by Bluetooth connection.
If you would like to pair your Apple device with other Bluetooth devices like headsets, headphones or car kits for music or handsfree, you should check if they have the same Bluetooth technology as your Apple device.
In Apple Store has inumerous of Bluetooth apps that you can use to sync your Apple devices. But to use one of that can be more complex than just sync your devices by iCloud. For example, the app iBlueShare you must sync your device first with iTunes to save into the app what you want to sync. Then you will able to sync with another device.
