How do you restore an iPod without the original Apple ID being needed?

Hello, I sold my iPod on eBay recently and the buyer tried to restore to factory settings in a INC Solutions shop? They restored it to the point where the original Apple ID is needed, I bought it second hand myself so it is not accepting my ID. This is strange because I had the device restored when I bought it about a year ago and it was fine. I have also done this with both my Mac and iPhone so do not understand why she can not do it with the iPod. Can anyone help please?

You are running into the Activation Lock

If you can't enter the ID and password or get the previous owner to remove it from their account

You have a thin brick that can work a a poor flashlight. Likely the iPod was stolen or lost
