Q: Can I use touch ID for App Store without using a passcode?

It seems that the ony way I can use the touch ID for App Store and iTunes is if I have a passcode to get into my phone. I don't want a passcode, it get in and out of my phone too often to have to unlock it all the time and I hate manually typing in my password for App I buy. Why can't it do both, isn't the touch ID just as secure for purchases even if you don't have to unlock the phone to get to it??

    Those of us forced to use a passcode because of work email servers have found ourselves locked into having to use TouchID or the passcode every time the phone goes into standby mode if the "TouchID to unlock" feature is activated. Instead of every 15 minutes or more time as you'd have between locks with just a passcode, the convenience of TouchID is rendered totally pointless by this overly cautious feature, one I assume is precipitated by anxious email server admins. Still, I was sad to have to turn that off right away.

    As for iTunes, what is still annoying is having to input one's AppleID password every so often to buy from the store apps - even Apple isn't confident in this technology being foolproof and totally safe.

    This is indeed an odd state of affairs. Like Josh, I just want to use Touch ID as a "password" for App Store. I do NOT want to use Touch ID OR passcode to access my phone. But from all that I can tell, you must enable passcode in order to use Touch ID as an app store password. The 4 hour setting might be an OK compromise. But I don't really get why it has been configured like this.
