Q: Why my FaceTime not working?

I had IPHONE 4s and face time working on it.

I got IPHONE 5s and when I transfer every thing to the new

Phone face time was not installed. 

I have tried many time but I could not install it. 

I have the same operator and same number.

iPhone 5s, iOS 7.1.1, Moved from IPhone 4s
