iCloud error

Receiveing error message "your setup couldn't be started because the iCloud server couldn't be reached". I have tried all of the suggestions on the help page for this error message, but can't get it to work. I have a good network connection and there are no conflict listed. I am using Outlook 2007. It was working fine until recently. Now I don't have contacts or calendar on my computer (all fine on my phone & ipad). I uninstalled and reinstalled iCloud control panel 3.1. When I try to check the outlook (mail, calendars, etc.) box and then aiply, I continue to get the above message. Help! Thanks.
