This link which you've already read (Setup and use Back to My Mac), describes how to add AEBS to the Back to My Mac network to allow you to access USB hard drives connected to it.
"If you want to access files on a hard drive connected to an AirPort Extreme or AirPort Time Capsule, follow these steps to set up Back to My Mac on your base station:"
It never states that you'll be able to remotely administer the AEBS via BtMM.
Try plugging in an external hard drive to your AEBS and I bet it will show up in BtMM.
If you want to administer yor AEBS remotely either follow the steps Douglas provided and remotely connect to the AEBS using the external IP or DDNS name you create. Or, use BtMM to remote desktop into your home Mac and then run Airport Utility from the Mac's remote session.
