i lost my Icoud ID then i upgrade to iso 7 and asked me for ID , my iPhone no is locked unfortunately please help me to unlock it

That's called Activation lock. You must use the credentials for the iCloud account that was set up with Find my iPhone active on the device.
If you can't remember your password, you can reset it at https://iforgot.apple.com
If you can't remember the ID, you can retrieve it at https://iforgot.apple.com/appleid
If it was set up with someone else's ID, then you will have to contact them to have them remove the lock.
some one made the acount for me but now its not possible to contact with him 😕 i dont now where he is no !!
please help me to activate it i don't know what to do some of my frinds tell me that it will not open again 😢

Nobody here can help you. There is no way around the activation lock.
