wrong language comes out of of box can't get past it to main screen help

just opened my new ipad mini & after choosing hello in english everything is coming up in Dutch and too big to fit the screen I just want to reset back to the beginning of getting started I tried holding down the on/off switch but I just get a screen picture of I think a blue sky if anyone can help me I would really appreciate it....
