If you mean you can't activate it, you will need to ghe ID and password that were used to originally activate it from the previous owner, or have them erase it and remove it from their account as explained in the article you were reading. You have to go through the computer and press restore. Your Apple IPad will ask do you give permission to use this computer? Say yes them click restore.
