I have itunes on windows 7 and am tyring to install an older version of on my iPad. I have 2 ISPW files and nether of them work. I hold shift and click restore and once the file is extracted into itunes I get the erro 3194. I have followed the instruction on the help page but none work. Can someone help me? I have also tried doing this on multiple computers and get the same error.

Downgrading iOS is not supported by Apple.

The iTunes Application on a Computer is NOT the same as the iTunes App on an iDevice.
Yes i have figured this out now. It's not fair that Apple dosnt let us do this anymore. I thought that once we bought the product we could do whatever we want with it. But I guess thats not the case.
I cant restore my ipad to ios 7.0.4 or 7.0.6
