Does it cost $1 to change region of my App Store?

So I have two Apple IDs, one for US store and one for Korean store.

I checked my bank account few minutes ago and Apple took $1 from me and I have no idea why this happened.

So, does it actually cost to move regions in App Store or can I get my $1 back?

iPhone 5s, iOS 7.1.1

No, there is not a fee for changing stores.
