Try a different charger, different cable, different outlet to see if any of those are faulty. Also look in the dock connector port to see if there is any dirt or lint that could be interfering.

I tried a different cable, but I don't know if it is original, or supported.
You could even try dropping in an Apple store and use one of their chargers/cables just to see if that makes a difference. Not sure about iOS 6.1.6 but Apple made some changes in 7.1 that now detect the cable and if it is not exactly according to Apple specs, the iOS device will not connect with that cable. So it is worth a try just to make sure the problem is not something as easy to fix as charger/cable.
It is not nearly as easy to fix as it is to buy a new iOS device.
A 3GS is getting into the older categories now...so there could be a battery issue also showing up...more reason to stop by the Apple store genius bar and just have the techs test it, especially since that is free.
That the iPhone 3GS is dated doesn't mean I need a new iPhone. Apple techs will test with Apple tech. I am turning towards Nokia, since they make much better hardware, and it's designed in Europe.
Fair enough...but having the Apple techs test it, you find out if the battery is failing or if the issue is with the charger or cable...makes it easier to decide to switch now or wait a little longer.
I replaced the battery, and why switch if it is working fine.
Now all that needs to be sorted out is the charging.
Nokia makes much better chargers too.
A few years ago while I was in Helsinki I almost bought a Nokia phone, before I had an iPhone...they do make good products. And Helsinki is a great city, but that is getting off-topic :-)
It is not about nokia, it is about USB charging. The cable that goes with a Nokia Phone is a data cable, the charger isn't doing anything of that stuff and there is no separate cable. Ofcourse, the iPhone 3G S is an iPod, which syncs with iTunes and is not meant for stealing music, but that is getting off-topic.
I have a similar problem except that it will charge only of i hold it in a certain position. It happened last night when I was watching a movie.it was charging very well until all of a sudden it stopped for some reason.Iphone 4 I have with a Belkin cable cord.
My iPhone 3GS won't charge if it's charged. The battery indicator doesn't show it is on the cord, however there is a current of 0.1 A into the phone.
My iPhone 3GS won't charge if it has been charged. The battery indicator shows it is charging when I turn it off and back on again plugged in.
iPhone won't charge.
