I lost my ipad this weekend, i tried locating it on icloud but the ipad dont show up it say all devices offline, i doubt whoever found it has it connected to wifi or on. if they don't, is it possible to still find it like that

Apple (and no one else) can not assist (with serial number or iCloud) in finding a lost or stolen iPad.
Report to police along with serial number. Change all your passwords.
