Hi Mclaglen,
It sounds like you may have activated the VoiceOver feature on your iPad. There are two different ways you can turn this off. The first way I suggest is through iTunes on your computer. The steps can be found in the following article.
iOS: Configuring accessibility features
http://support.apple.com/kb/HT5018?viewlocale=en_US
If you do not have a computer available, you can turn off VoiceOver on the iPad itself. The link below is the User Guide for iOS 7.1 on the iPad. The VoiceOver basics start on page 105. The section you will need for navigating through the operating system start in the section Use iPad with VoiceOver on page 106.
manuals.info.apple.com/MANUALS/1000/MA1595/en_US/ipad_user_guide.pdf
Turn VoiceOver on or off. Go to Settings > General > Accessibility > VoiceOver, or use the Accessibility Shortcut. See Accessibility Shortcut on page 104.
Open an app, toggle a switch, or tap an item. Select the item, then double-tap the screen.
Thanks for reaching out,
-Joe
