Import/Export mailboxes with nested folders not working

I want to copy all my local email from Mac A to Mac B.


I copied the mailbox folders from ~/Library/Mail/V2/Mailboxes from A to B.


When I open mail I see the mailboxes as folders under "On my Mac" but they are all empty.


I tried selected the mailboxes and rebuild. Nothing changed.


I read somewhere to delete BackupTOC.plist and Envelope*. This seemed to force mail to do a scan and import or something. That partially fixed things. Now all email in the top level of mailboxes appears.


BUT many of these mailboxes have nested folders. The folders and their messages do not.


I tried exporting mailboxes and importing and basically get the same behavior.


Any ideas?

I have to admit it is less than intuitive and slightly unpleasant having to select all the nested folders. I wish it would select anything that was contained in a selection. It looks like it actually does export, if you dig around in the export files, it but must be missing some key piece for the import to work.
