How to check App name availability and renaming of an app, as a developer?

Once we create a developer account on Apple, is there a way to find out if a particular app name is available or not? We plan on placing the decided app on both Apple App Store and on Google Play Store, is there an option of keeping the name same on both the platforms? If the situation arises for a need to rename the app on the apple store after it has alredy been uploaded, is that possible? If it is possilbe, would that mean re-uploading the app again with a new name or is there an option available to easily rename the previous uploaded file?

You can name your app whatever you want. You can't use a bundle ID that someone else has, but that should be impossible because of the reverse-domain nomenclature. Whether or not the name you want to use is available or not is between you and the USPTO.

Devs must pay USD$99 each year to maintain access to, and keep their apps in, the app store.

Yes, devs can rename after uploading an app to the store and putting it on sale, but remaning an app in the store involves updating to a new version....repeating the original process.
