does iphone from boost mobile can be unlocked?

i really want to know if some body know how to get my iphone from boost mobile to be unlocked so i can use it outta country, i've try to call boost they said they do not do that but any place i go to try to do so,they tell me that i have to call boost mobile for that matter, i already went to apple store drectly they said same thing, so i'm kind of lost in here and really need some advice to get this done
