Why can't iPhones rotate 180 degrees when iPads can?
How come the OS for my iPads allows content to rotate 180 degrees, but the OS on the iPhone does not? I have an iPhone 5 and with head phones on the bottom, rotating 180 would be fabulous!

Why are you telling us? We are users like you, and we don't care what you think or what kind of phone you have. This is a user-to-user forum; Apple does not read posts. If you want to make a suggestion to Apple, use https://apple.com/feedback.
On top of that, you are wrong. App developers have the option of 180º rotation; many of my apps do.

It is amazing to me that here in the Century of The Fruitbat that a thousand dollar iPhone can’t do something a fifty dollar used galaxy 2 has no trouble with.
If that is an important feature to you, please buy that galaxy 2.
That is something that's up to the app's developer.
Is this really a developer issue? On my iPhone X, maps only rotate 90 degrees (apple, google and waze). Onn my iPhone 7 plus the map apps rotate a complete 360. Seems like an apple issue.
On neither my iPhone nor my iPads do I have padlocks. In my Control Center, my choices are "Access on Lock Screen" (on or off) and "Access Within Apps" (on or off). Both are On. Nothing about rotation.
The Maps app does rotate the screen 180 degrees. It is very handy in using the app while driving. The phone fits in a cup holder and does not get in line of vision at all. Wish this worked for other apps.
To be honest, I have an S7 that I love--does every single thing better than this new i8, which was issued by my employer. (And the s2 is sitting in my desk drawer, fully functional after many years of faithful service.) There is just no reason for this feature not to be present.
Sorry, Lawrence that was not helpful. If you mount the iPhone in a recessed mount it would be nice to have the charging cord at the top and not the bottom. Thinking of Navigation and Clock as examples.
