The phone is paired but I cannot browse it because it saids that the connection failed.

iPhone 5s, iOS 7.1

What are you pairing it with? See: http://support.apple.com/kb/HT3647 for supported Bluetooth profiles.

The only thing you can accomplish by pairing an iPhone to a computer is sharing the iPhone's internet connection. You cannot transfer files.

You will note from the link I provided that file browsing is not a supported profile.
