It sounds like you may need to add security questions to your Game Center account (Apple ID). You can use these steps to add security questions:

Set up or change your security questions

1. Go to My Apple ID (appleid.apple.com).
   
2. Select “Manage your Apple ID” and sign in.
   
3. Select “Password and Security” on the left side of the page.
   
4. If you already have security questions, you'll be asked to answer them before continuing. Forgot the answers?
   
5. Choose your new security questions, then enter the answers.
   
6. Add and verify a rescue email address, if that option is available.
   
7. Click Save.

I have the same problem. I did what you suggested to do but the same thing still happens. The "Missing Security Answer" pops up on my screen still.
