This has nothing to do with 7.1.1 and has occurred in a small number of phones after every update for the last 7 years since 1.0.1. It almost always indicates a hardware malfunction brought out by the stress of firmware "burning" during the update. Try the suggestions in the following article, but most likely it will require replacement.

iOS: Wi-Fi settings grayed out or dim

DO NOT try any of the various "freezer" or "hairdryer" methods you may see posted in this forum and elsewhere. They may provide a temporary fix at best, but are likely to cause additional damage.

A small number have been affected? If you search "ios 7.1 wifi greyed" you might change your mind. Furthermore there is a class action lawsuit in California. Whether Apple will issue a solution besides recommending a replacement is to be seen. I am an Apple fanatic but I am disappointed at their non-response. I do agree with you that the stress of firmware burning during update might have damaged the hardware or perhaps the overheating of the wifi chip AFTER the update as some have suggested.

No, doesn't change my mind at all. The number is infinitesimal compared to the 150+ million users out there. It's happening no more frequently than after any other update. Maybe if you had some experience with iPhones over the years, you would know this. You would also know this happens during, not after updating.

There are class action suits against Apple by the hundreds, with loads of lawyers and hyper-entitled "customers" hoping to win the Apple lottery. 99+% get thrown out.

So you are telling me and others that it happens "during the update"? I do believe you - since you are an expert - but it then confirms that the wifi stops working immediately after/during the update. In any case, for that infinitesimal number of users affected "by the update" it *****! Keep in mind we all love our iPhones and hope Apple would do better but this situation is frustrating to say the least.
