How would I be able to access my iPhone as a hard drive? Just need to get photos and videos off to make more room. I have it backed up in iCloud but will it delete from iCloud if I delete directly from my phone?

If you're using a Windows PC, install iTunes, which contains all of the necessary drivers. The folder where the camera roll lives will be visible in Explorer. Note that other albums, photo-stream, etc. are not.

If yoru photos are backed up in iCloud and you delete from your iPhone, they will be removed from iCloud when you next back up to iCloud.
You should regularly sync your photos to your computer and delete them from the Camera Roll.
You can sync photos back to iPhone using iTunes
