No you cannot upgrade an iPad nor can you trade up for a newer version.
You get what you buy with regard to storage and it cannot be upgraded, if that is what you mean.
You cannot trade a used iPad toward the purchase of a new iPad either. Apple has a recycling of devices program that will pay you a few dollars for the device, but not as much as you can get selling it outright.

Not sure what that means. iPads are not modifiable after purchase. What you buy is what you stay with.
If you want to upgrade, then yes you would need to buy a completely new one at a later date. There are no upgrades for them like a laptop would have.
An iPad would work for pictures and videos. Though organizing may be a challenge if you have more than a few. If you are in the 1000's of images, and hundreds of videos category it may be difficult to manage on an iPad. Photo and Video Management on an iPad is essentially the same as on an iPhone or iPod Touch. Only you get more screen to watch them.
