There is nothing to configure.
It looks like you are running a iPhone version of the app.
The developer will need to release an iPad version or universal version.

Thank you. Did you try a basic reset ? Press and hold both the home and power buttons 10-15 seconds till the Apple logo appears. Release both buttons. Wait 15-20 seconds till your iPad starts on it's own.

This isn't a solution but if you just want to enlarge the screen first go to settings> general> accessibility> zoom> on. When you want to enlarge the screen double double tap the screen with three fingers.

What is the name of the game and how did you get a iPhone only game on your ipad ?
Chrono Trigger, few weeks ago I would usually play with Ipad.

I checked the App Store and the preview photos opened full screen. Go to settings in the game, usually a toothed wheel, and see if there is a size setting. If not you could contact the game developer to see if they have an answer.
You could also try double clicking the home button and swiping the app preview up.
