Perhaps a keystroke recording software may help?
If the younger user has a standard or restricted account
and has no access via an Admin account, then other
options may present themselves beyond parental control.
Kids learn how things work, and also ask their friends.

As her parents a not afford one and trips to the library (30 minutes away) is not something they can do. I have a keystroke recorder, website recorder Skype aim iChat and msn. I think this covers it don't u?
