I have an iphone 4s and I'm abroad and I've been on airplane mode and using wifi to imessage but i restored my phone and now imessage says "waiting to activate" I've tried everything, does it matter that I'm on airplane mode? I'm connected to wifi but nothing will work. I really need access to my imessage to communicate back home.

In order to activate imessage, you need cell service for SMS.

I have cellular data back home but I don't have an international plan here. Can i just turn off airplane mode and do it?

The waiting for activation requires a text message reply to be received by your phone. If you don't have SMS service, the device will not activate - But you can still use iMessage and facetime with your Apple ID. It just won't work with the phone number.
