Q: Problem Creating Network User

I'm using Mavericks with the latest server software.  I need to add a new user, but when I try it tells me "Operation was denied because the current credentials do not have the appropriate privileges."  I'm logged into the computer as administrator and was able to add a user two weeks ago so I'm not sure what could have changed.  I looked in the logs and see a recurring error "com.apple.aunchd[1] (org.apache.httpd): exited with code: 1" and then it says "throttling respawn: Will start in 10 seconds".   This is repeated over and over again.  I've tried to find help online but haven't found anything useful.
