Find My iPhone Activation Lock- Removing a device from a previous owner’s account. Unless you can contact the previous owner to ask them to release the lock, then you have a useless device because not even Apple can help you.

I'm guessing you mean the iPhone is Activation Locked, as described here:

If that is true, your iPhone was not purchased in an original Apple factory sealed box, but was somehow purchased as a used or refurbished iPhone. You will need the Apple ID and password of the previous owner to proceed, or the iPhone will be forever locked.
