Per-app VPN with built-in client

I have a Cisco IPsec type VPN with Strongswan as the VPN server. On-demand VPN with domain-name/DNS based checks works just fine -- the VPN is brought up as expected. However, per-app VPN, where I attempted to tie the VPN connection to specific apps doesn't work as well -- Whereas at times, it does seem to work, I have had the VPN brought up for non-configured apps and sometimes not brought up for configured apps. I am deploying the profiles via MobileIron's MDM solution.

I have seen references to per-app VPN elsewhere, but they seem to deal with Juniper/F5/etc. VPN clients. Does anyone know whether per-app VPN works with the built-in VPN client on the iPad? If anyone has any references on how to get this working, that would be much appreciated.
