Welcome to the Apple Support Communities! I understand that you updated your MacBook Air to the latest version of Mavericks and now you are not able to use the front facing camera for Skype. There may be a couple of different steps you may need to take to isolate the issue and get it resolved. I would first start by trying to test in another application such as Photo Booth to see if the issue is specific to Skype or all applications. You can use the following article to help you isolate.

If the issues is happening in multiple applications, step 4 in the above article is the step that I believe will help you get this resolved. The following article has the steps you will need to complete to reset the System Management Controller (SMC).

Note: Portable computers that have a battery you should not remove on your own include MacBook Pro (Early 2009) and later, all models of MacBook Air, and MacBook (Late 2009).
- Shut down the computer.
- Plug in the MagSafe power adapter to a power source, connecting it to the Mac if its not already connected.
- On the built-in keyboard, press the (left side) Shift-Control-Option keys and the power button at the same time.
- Release all the keys and the power button at the same time.
- Press the power button to turn on the computer.
Note: The LED on the MagSafe power adapter may change states or temporarily turn off when you reset the SMC.
