System Preferences > Date & Time > Time Zone.
Is your location determined in this setting?

Select Location Services.
Make sure Enable Location Services is checked and the apps are not listed there and unchecked. If they are, check them.
If the apps aren't there, but you had to Enable Location Services, then try the apps again.

There isn't a GPS receiver in a Mac, so it uses known wifi access points to geolocate.

1. If you go to Google Maps, is that able to locate your location?
2. Do you have access to another computer or smartphone that can use your wireless network to determine your location, without relying on cell towers? For example, if you have an iPhone, if you put the phone into airplane mode and then turn the Wi-Fi back on, it will only search thru your wi-fi network. Can it determine your location by that means? If so, at least the Wi-Fi router can be discounted as part of the problem.

It may not be your router that it was using. It could have been a neighboring router signal that it was receiving, but not using. If that signal cannot be found, then it cannot locate your Mac.
