I can't sign into I tunes

Can any one help I can't sign into iTunes , I had iPhone 4s upgraded to 5s but can't do anything on iTunes on I pad or phone

iPhone 5s, iOS 7.1, I pad user also

I cant sign in either! I already changed my password, rebooted my phone, and now I can't do anything! I couldn't download any apps with an Apple ID, and now I can't download any apps and now I have no Apple ID for the App Store.
