There appears to be a server issue with the Mac App and iTunes Stores. Hopefully it will be resolved soon. Try again later.

If you try to Reinstall OS X but the error message appears again, try installing the OS X Mavericks 10.9.3 Update (Combo) instead. Then test your camera again.

check the facetime > video menu. there you can select the external isight camera.
