If your device has not been jailbroken, then there is no method to control an ipad (any app) from any other app.

Your router on the other hand can be hacked and can cause redirects when surfing websites.

What behavior has you suspicious?

If you believe Safari to be hijacked, go to the Safari preferences and clear the Cookies and Data (you can also clear the History), then any Website Data under Advanced. Unless your iPad has been jailbroken, there's very little change that anyone could in any other way hack Safari.
